The Institution of Pedagogical Assistance Service is operated within the framework of performance of the public duty of public education.

The Act of National Public Education defines: All children/students have the right to receive special education, special care and rehabilitation, considering their condition and capability, furthermore, regardless of age, require support from pedagogical assistance services. Referring to the Act the educational work of the parents and the teachers as well as the duties of the educational institutions shall be assisted by pedagogical assistance service.

Special duties of pedagogical assistance services:

1. Special educational consulting, early development, education and care

3. Professional diagnostically committee (the expert and rehabilitation activity examining learning ability, and the national expert and rehabilitation activity)

4. Speech therapeutic care

5. Conductive educational service

6. Adapted physical education

9. Further study and career counselling

Since 1st of September 2013. the Institution of Pedagogical Assistance Service (as one institutional unit) for each county and for the capital city has been performing duties as district member institutions, so in Hungary 19 county institutions and one capital institution cover the relevant districts. Performing duties in accordance with the operation area takes place on the sites of seat institutions and member institutions of the Institution. Pedagogical Assistance Service Institution for each county and one for the capital city is maintained by the school district centre, which runs most of the schools in Hungary. In Fejér County pedagogical assistance service operates with one seat institution and 8 member institutions on 13 sites altogether. The seat institution can be found in Székesfehérvár (III. Béla Square) and the member institutions are in all districts: Bicske, Dunaújváros, Enying, Gárdony, Martonvásár, Mór, Sárbogárd és Székesfehérvár.

The principal of Pedagogical Assistance Service Institution of Fejér County, who is the head authorised for exercising the right of representation of the Institution, is Ms Anikó Mile. Two deputy directors assist her job, coordinating the execution of the professional duties performed by the seat institution. The head of each member institution is a director, and each member institution performs the same professional duties.

Who performs the professional duties?

The staff of pedagogical assistance service institution:

– physician (According to the type of disability, it can be a specialist, child and youth psychiatrist, paediatrician, child neurologist)

– teacher with professional qualification

– developmental educator

– psychologist (with clinical, pedagogical, counselling, child neurological, kindergarten and school professional qualification)

– conductor

– special educator

For whom is the service? The target group of pedagogical assistance service:

– children (infants)

– students (attending public education institutions)

– teachers, educators

– parents, families

– other partners

The tasks (in nutshell):

1. Special educational consulting, early development, education and care

In case of the child lagging behind in development in one or more field, he/she needs the type of special educational consulting: early development, education and care. The task of early development, education and care is complex special educational, conductive pedagogical consulting, the development of cognitive, social, communication and language skills, as well as development of movement and psychological support. This type of consulting can be available for children aged 0-6.


2. Educational guidance

In that case the teachers or parents consider that they are not able to manage the problems and difficulties of the child, they can ask psychologists, special educators or developmental teachers for help. Educational guidance provides assistance in the family and kindergarten education of the child; school education of the student, in case of children/students have difficulties in physical and mental health, emotional life, performance, capacity, interest, or behaviour.

3. Professional diagnostically committee

Professional diagnostically committee provides the opportunity for complex psychological, pedagogical-special educational, if necessary, medical examination, and parental counselling. Involving the parents, the committee makes a proposal for development of the child and supports them in operating successfully in school or kindergarten education. In case of students with special education needs and with difficulties in integration, learning and behaviour the committee performs reviews on occasion.


4. Speech therapeutic care

The meaning of the word ‘logopeadia’ is ‘speech education’. The duty of speech therapeutic care is the prevention, status assessment and therapy related to the developmental and acquired disorders of phonation, speech, verbal and written language abilities and to specific learning disorders. The task can be:

– counselling and consulting

– screening and examination

– individual and group therapy

The staff consists of special educators with professional qualification specialized in speech therapy.


5. Conductive educational service

The duty of conductive educational service is the conductive education, development and care to children with central nervous system disorders. Conductive educational service is a complex process: the repetition of individual developmental activities become automatically movements. The conductor implies the child to do exercises on his/her own. Conductors are qualified in a special higher education institute in Hungary.


6. Adapted physical education

The task of adapted physical education is to provide the physical education with special health purposes to the child/student, who is not able to participate in school-class of Physical Education. Adapted physical education is usually organised on the site of the educational institutions, kindergartens and schools. In classes of adapted physical education differentiated development of abilities and capabilities takes place, considering the different disorders. The target is to reduce pains, restore health, develop physical abilities, and satisfy the need of sport. The staff is teachers of adapted physical education with university qualification.


7. School psychology and kindergarten psychology service

One of the most important targets of school psychology and kindergarten psychology service is prevention and assistance. Psychologists assist children in adapting for the life of kindergartens and schools more adequately, furthermore they support the education of kindergartens and schools in serving the interests of children more properly. Duties of the school/kindergarten psychology coordinators are to support and coordinate the tasks of psychologists. Coordinators organize workshops, support and technical assistance.


8. The promotion of particularly talented children/students

The duty of the promotion of particularly talented children/students is to support the personal development of talented children, and the orientation towards further assistance, which could enable the development of their creative potential and bolster their capacity. Talent promotion coordinator maintains relations with the parents, the teachers, the school and kindergarten psychologists, the experts of the educational institutions, and the National Talent Point.


9. Further study and career counselling

The duty of further study and career counselling is to provide information to students aged 12-25 within the context of the further study and career counselling facilitates, the career choice of the student, taking individual characteristics and employment opportunities into consideration. Counsellors can manage to define the type of assistance on the basis of the application form, which should be filled in by the students in advance. Generally counselling consists of one or two sessions. The target of counselling:

– making a proposal of a school

– planning further education after the secondary school leaving exams (higher education or vocational education)

– preparing changing a school

– providing assistance in the context of career orientation ( faculty choice)

– supporting students having not been admitted to high school

Consulting with psychologist is available for students and parents, if necessary.


Summary: Pedagogical assistance services have multiple functions. Performing duties at county level has opened up new opportunities, and services can easily be available to clients. In case of difficulties children and families have an opportunity to receive free assistance of qualified special staff in Hungary.
